UCL Qatar turns electronic publishing conference into innovative online event

23 Apr 2020 – 7:59

Dr. Milena Dobreva-McPherson

UCL Qatar, a partner university of the Qatar Foundation, concluded the 24th International Conference on Electronic Publishing, which was held online on April 20-21, 2020. held in Doha but had to be moved online due to the COVID-19 pandemic.
The conference combined pre-recorded keynotes and presentations on Twitter via @ELPUB_Conf. Participants were invited to prepare eight to twelve tweets on the main points of their presented papers. The tweets were then posted according to the conference schedule, and attendees reached out to users by commenting and replying to the tweets. In addition, the four main presentations (from Australia, the Netherlands, Qatar and the United States) have been shared on video and will also remain accessible after the event.
The conference welcomed more than 120 registered participants from over 40 countries, including Brazil, Australia and the United Kingdom. Twenty articles selected after a peer review of over 60 submissions were presented and covered key research topics in the publishing industry such as open access, open science and the digital divide.
Dr Milena Dobreva-McPherson, Associate Professor of Library and Information Science and Conference General President, said, “We live in unprecedented times that call for creativity and innovation in everything we do. While we look forward to welcoming colleagues and friends from some 25 countries around the world here in Doha, I am incredibly happy that we were able to host the conference virtually and meet even more colleagues online. Even though this happened at a time when most academic and practitioner events had been canceled, the fact that we had some stimulating discussions online was very positive; especially in these times of social distancing. In fact, it’s great that we organized a conference on online digital publishing, as it also has a positive environmental effect. This gives us a glimpse into the future of knowledge exchange and presents an incredible number of opportunities that we can take advantage of even after the pandemic is over. “
Dr Andreiwid Correa, professor of computer science at the Federal Institute of Sao Paolo, Brazil, who presented an article entitled: “Open science-based framework to revele open data publishing: an experience from using Common Crawl”, a tweeted: “I am proud to attend and virtually present my article to @ELPUB_conf. In this time of # COVID-19, they have devised an innovative way with the use of Twitter. I’m ready to go! “

We live in the age of citizen journalism and the 24 hour news cycle. Reports on almost anything of interest can be obtained from many angles, both controlled and amateur. Just a few decades ago, people relied on daily newspapers, the radio and word of mouth for information. At the dawn of the television age, several radio stations in the United States participated in an experiment in broadcasting news by radio waves. But it was not an ordinary transmission. At the other end of the spectrum, a new type of receiver printed reports, line art, and images onto a long roll of paper.

Radio fax newspaper technology was presented to the public at the 1939 World’s Fair on two different stands. One was owned by an inventor named William Finch and the other was from RCA. Finch had recently made a name for himself with his talking journal, which incorporated the audio in a standard journal in the form of wavy lines along the edges that were read by a special device.

Differences in the paper

WLW Cincinnati transmission printed on a Crosley Reado. Image of classified antique radio

Both Finch and RCA receivers used continuous paper rolls, but only RCA units could cut it into sheets. RCA’s paper was 8.5 inches wide and was of standard composition, while Finch’s was about half the size and chemically treated. After a while, Crosley entered the game with their Reado receiver, which they sold at Macy’s for a lower price than Finch and RCA.

The receiver differences meant that content providers had to consider more than one type of equipment, much like app developers do today. News and photographs shown on RCA’s standard-width paper would look very different on Finch’s half-width paper.

What is this shrill noise?

If you have ever answered the phone when a fax machine is calling, you have an idea of the sound of the radio version of the fax transmission. For this reason, the FCC has required that faxed news broadcasts on the AM band be limited to the hours of 1:00 a.m. and 6:00 a.m. Several stations broadcast news on the relatively new FM band at all hours of the day. Broadcasters then experimented with multiplexing to transmit audio and fax on the same FM frequency.

Too many new technologies

Proponents of radio fax argued that it provided a permanent recording of the news and that reports heard over the radio could be easily misunderstood or misinterpreted. Several radio stations were owned by newspapers, and it is these stations that have tried the most to satisfy citizens’ thirst for information with this innovation. Many practitioners viewed the new technology as a supplement to daily newspapers and the radio rather than something that threatened to replace them.

Like any new technology, the radio newspaper was plagued with the chicken and egg problem of consumer adoption. No technology starts without early adopters, and where there is no audience, there are no advertisers. Receivers took an average of 15 minutes to print a page, which was unpleasantly slow for many people. Most household budgets were strained by the depression and the war, so families had to choose between newspaper radio and television. Which would you choose?

In the video below, Hal Wallace from the National Museum of American History gives a brief history of radio logs and shows an RCA unit from 1938.

FORT LEAVENWORTH, Kan. (June 15, 2015) – The military is pushing knowledge to the point of need by making electronic publications, or EPUBs, available for download on soldiers’ mobile devices.

Doctrinal publications are accessible in portable document formats, also known as PDFs, on personal computers and some mobile devices, but their viewing on mobile devices is less than optimal.

By the end of June, the military will have converted many military doctrinal publications to EPUB format, which will make them easier to read on tablet computers and smartphones. Depending on the sophistication of the device, users can mark, highlight and insert notes on the posts.

Doctrinal publications, including the Army Doctrine Reference Publication, or ADRP 1, The Army Profession are available at the Army Publications Directorate: http://www.apd.army. mil / ProductMaps / TRADOC / ADRP.aspx in PDF and EPUB formats. By the end of the month, FM-6-22, Leader Development, will also be converted to EPUB.

“Electronic publishing represents a new era for the military,” said Helen Remily, TRADOC Capability Manager for the Army’s Distributed Learning Program. “This enables the military to provide training and education materials to soldiers and civilians in the military where and when they need it.”

Now, some soldiers are spending their own money to buy publications from online services or find outdated Army publications on the Internet.

“Soldiers deserve to have the latest authenticated documents handy when they need them and without spending their hard-earned wages,” said Remily, who heads the organization from Fort Eustis, Va. switch to electronic publishing.

In addition to EPUBs, some doctrinal manuals will be available as e2Book Doctrine Supplements. These posts will contain embedded videos, animations and other multimedia elements. You can find the first e2Book, ADRP 1 Doctrine Supplement at http://cape.army.mil/adrp-1/ and the Central Army Registry, or CAR: http://www.train.army.mil/adrp1/.

“These innovations will immerse the individual in content and improve learning by increasing comprehension and retention, which improves performance,” said Remily.

Doctrinal publications were naturally the first candidates for electronic publishing. The information is essential, unclassified and non-sensitive.

Preparing publications for electronic publishing is a complicated task. The Remily team had to make sure that the posts were compatible with Android, Apple and Windows devices.

Col. Greg Williams, deputy director of the Training Support Analysis and Integration Directorate, or TSAID, said more publications will be converted.

“We will be leading this effort on training publications and will continue to work closely with military promoters to determine which publications should be converted to EPUB,” he said. TSAID ensures that publications are processed for authentication by the Army Publishing Directorate.

Remily said the e-publishing effort will dramatically increase the accessibility of publications and reduce printing costs as e-publishing gains more readers.

Remily and Williams’ organizations are part of the Combined Arms Center – Training on Fort Leavenworth, Kansas.

The CAC-T manages the Army’s training support and training development programs.

The FAO also reported that after 38 years of uninterrupted growth, paper production and the consumption of pulp and waste paper – the two main products used to make paper – fell by 1% in China in 2013. The slowdown of the world’s largest producer and consumer of paper, due to the growth of electronic publishing, was largely responsible for the stagnation of global pulp and paper production in 2013.

“The evolution of paper consumption in China is worth noting for the future,” said Adrian Whiteman, FAO Senior Forest Economist. “If the Chinese turn to electronic media, as many of us have in the West, it will be the end of one of the few growth centers in printing and writing paper consumption.

Despite the decline in paper, China’s importance as a producer and consumer of other forest products continues to grow, according to FAO statistics. In 2013, the country overtook other major producers in different product groups, overtaking Canada in sawnwood production and the United States in wood consumption. Chinese imports of industrial roundwood and sawn timber also increased by 18 percent and reached record levels in 2013.

The FAO study found strong global growth in sawnwood production, although sawnwood remained the only commodity group still reaching pre-recession production levels. Total sawnwood production in 2013 was 421 million cubic meters, an increase of 4.6 percent from 2012 and 22 percent from 2009.

Global production of wood-based panels hit a new record in 2013, after being the only product category that did not contract during the recent recession. The production of wood pellets also reached a record high in 2013, mainly thanks to bioenergy policies and consumption targets in Europe.

Faced with a world of publishing in transition, the local writer goes electronic

Jack Mertes is a type of impression. You only have to walk to his home office to find that: Stacks of books, magazines and records are everywhere.

Open the closet of his house in Peoria and there are more records – in this case, old 45s, and then there is this stack of famous movie scripts.

But Mertes, 74, does more than pick up paper. he writes on it. Or at least he used to do it. Now he has joined the growing crowd of writers to publish an eBook edition.

Mertes just released “River’s Bend,” available at amazon.com/kindle for $ 9.99. “It’s not the kind of book that is written anymore,” he said, suggesting a resemblance to the 1950s pot, “Peyton Place”.

“I went back to my salacious roots,” said Mertes, who first caught the public’s attention when his paperback, “Bobby Sox Sinners,” was banned in Chicago in 1960.

“Germantown’s author of a banned and blocked paperback on sex, 22, tears up ‘Puritans’,” read a Star Journal article on Mertes at the time.

But it was not his first literary effort. Mertes noted that he wrote “Yellow Rose of Texas”, a scorching 300-page effort at the age of 14.

“I still have the rejection slips. That’s when the editors got back to you. Now they don’t even recognize you anymore, ”he said.

The East Peoria High School graduate always had writing in mind when he worked at the Peoria Public Library and at Hiram Walker where he worked for four years.

He then toured on both Channel 19 and Channel 31, producing commercials and promotional copy before deciding to go out on his own as a full-time writer.

In 1982, he published “The Empress of Desire”, a historical novel set in ancient Rome. “It was based on ‘Quo Vadis’. Movies have always been my influence, ”he said.

Its collection of cinema magazines bears witness to this. Among the titles I spotted were several copies of the 1953 3-D magazine (including one with an article about 3-D on television). “I bought them in 1953,” Mertes confessed.

Some of her other efforts weren’t as successful as “Empress,” he said.

“I wanted to write a book on the film ‘Gone with the Wind’, but I was told that there were already too many books on the subject. Since then, I have seen at least half a dozen books on the subject, ”he said.

“I’m sick of people telling me that (what I write) won’t sell. So I decided to publish myself, ”Mertes said.

As Mertes can attest, things have changed over the years on the book scene. Self-published titles made up 25% of the best-selling books on Amazon last year, according to the Wall Street Journal.

In the new world of publishing, independent authors can now sell Kindle copies by the millions. “The publishing world is afraid. They should be, ”he said.

But a transition to the Internet required a better understanding of new technologies. “It’s a new world, and I don’t know if I like it,” said Mertes, who enlisted the help of Web Design, a company located in Junction City, to make his copy compatible with the computer.

Now he’s working on a sequel, “Return to River’s Bend”.

While he’s busy spreading the word about his new book, Mertes just can’t forget some of his unpublished efforts.

“I had so many projects that just died. Rejection – it bothers me – but I get up, ”he said.

Among the works that have yet to be published is an account of Marilyn Monroe’s 1955 visit to Bement, the small town in Illinois where she judged a beard contest. “In the 1980s I went to Bement and talked to a lot of people. They all remember her, ”he said.

About five years ago, Mertes also wrote a play about Mary Todd Lincoln, a sympathetic treatment focused on her troubled life after her husband’s murder. “She may have been one of the first emancipated women,” he said.

Although Mertes found no takers for the play when he shared it with community theater and history groups in the Peoria area, the play will be performed at a high school in Batavia next month, a- he declared.

Although he lives in a house with his knees in books and magazines, Mertes understands the way things are. “I was drawn into the 21st century, but I am here,” he said.
